Carthage Little League Background Check Policy

Purpose

Carthage Little League is committed to maintaining a safe and positive environment for all players, volunteers, and families. To ensure the safety and well-being of our youth participants, all individuals involved with Carthage Little League must complete a background check before participating.

Who Must Undergo a Background Check?

• Anyone participating in Carthage Little League in any capacity, including but not limited to coaches, assistant coaches, team managers, umpires, board members, and volunteers with direct access to minors, must submit to a background check.
• Background checks are required annually and must be completed before any individual assumes their role.
• Any individual who refuses to submit a background check will not be eligible to participate.

Disqualifying Offenses

The following offenses will result in automatic disqualification from participating in Carthage Little League.

Crimes Against Minors (No Exceptions – Lifetime Ban)

Any individual with a conviction, guilty plea, or pending charge related to any of the following will be permanently disqualified from participation:

• Child abuse or neglect
• Child endangerment
• Child pornography
• Sexual offenses involving a minor
• Any offense requiring registration as a sex offender

Felony Offenses (Time-Based Disqualifications)

• Lifetime Ban: Any conviction for murder, sexual assault, kidnapping, human trafficking, or any violent crime against another person.
• 10-Year Ban: Felony convictions related to drug distribution, fraud, or financial crimes.
• 7-Year Ban: Felony convictions related to theft, burglary, or property crimes.
• 5-Year Ban: Felony convictions related to non-violent drug possession, DUI/DWI, or other offenses not involving violence.

Multiple Charges or History of Offenses

• Any individual with multiple felony or misdemeanor convictions, even if outside the specified disqualification time frames, may be deemed ineligible at the discretion of the Carthage Little League Board.
• A history of repeated offenses (such as multiple DUI/DWI convictions, drug-related offenses, or repeated violent misdemeanors) may result in disqualification, even if individual offenses would not normally result in a ban.
• The Carthage Little League Board reserves the right to review patterns of behavior when determining eligibility.

Pending Charges

• Individuals with pending felony or misdemeanor charges related to the offenses above will be immediately ineligible until charges are resolved.

Confidentiality & Compliance

All background check results will remain confidential and will be used only to determine eligibility for participation. Carthage Little League follows all applicable laws and Little League International policies regarding background screenings.
